Initial commit of procedures for reduction of polarized SANS data. PolCorr?.ipf is a translation of Kathryn's c-code, and PolarizationPanels?.ipf is the set of panels needed to gather polarizationn information, and then the scattering files themselves. PolarizationCorrection?.ipf has a number of simple calculations in it, and may be trashed/merged later.

Currently not fully functioning.
