New version naming of files for back-compatibility

for the first release, name the new files with "_v4.ipf" and keep the old files without the extension as part of the distribution.

Edit the #include to pick up the v4 files in the new template.

Some scheme needs to be thought out for future versions

Adding _v40 to names. This allows for _v41 for version 4.1 etc.
