Description

Add handling for polarization analysis reduction.

This requires a new panel to take all the info about the 3He cell and the relevant datasets.

Calculation code from K Krycka.

Need to have proper error handling for this - see ticket #33

got the initial panels done, and the matrix solution.

Needs lots of verification, stress testing, and UI comments.

Then finally the error propagation through the inversion needs to be coded.
