Long file names can cause problems for loading 1D data

Description

if the file names are too long, then the loader can fail, as it adds "_res" (4 characters) to the file names, after cleaning them up. I think that this is the longest extension we add. If the result is longer than Igor allows (31 chars?) then the load can't complete correctly.

Need to enforce a name limit anywhere we write out files in the analysis or reduction packages.

File names are now enforced to be 26 characters, by politely asking in the DoSaveFileDialog?(). I think that all of the functions that write out data go through this procedure.

SANS Analysis and USANS Redn packages now include WriteQIS.ipf to have the DoSaveFileDialog?() available. They each had their own separate writers. Kept the individual writers, but run through a single function to get a good name.
