Documentation - New installer for release that uses Igor 6.1

Should this be done?

If we require Igor 6.1 (and we should, since the threading is really correct here), then we can install into a new "user" folder so there are no permission problems. The difficulty of the open help files needing to be killed is probably still an issue, but everything else is cleaner. But we do need to be able to un-do the old installer...

We do need to add the XML XOP, and need to make a decision about the MonteCarlo? XOP for simulations.

Do we also add in GenneticOpt? XOP? If there are a couple of procedure files that need to be added, it will certainly be a mess...

The existing installer needs checking for functionality on Igor 6.1 - When installing on Lionel's mac the other day, it popped up a file dialog in the middle of the install. Dismissing the dialog seemed to allow the install to continue smoothly, but that needs checking.

Also, check into issues with the new "user" folder locations - see the mailing list for Jan's comments, and any answers.

I think this works now - I think all of the proper paths are set to install in the local user procedure space. Privileges are still going to be an issue for some people, but hopefully not too many.

Random dialogs that pop up during installation are typically a file write permission error - and then Igor throws up a dialog to ask for help. Canceling will allow things to proceed, but the install really won't completely work. Admin privileges are needed for a manual install.

These issues should all go away with the new installer. WM provides the Igor User place that is in the local directory - and is always accessible.
