Documentation -- Change the installer to put NCNR_Package_Loader in Igor Procedures

Description

If we put this in Igor Procedures, it will always be in the Macros menu, and be consistent with Jan's approach. Then any of ours/his can be started from a fresh Igor experiment, rather than a template. We can (should) keep the templates for convenience, but start new users from the Macros menu.

Installer has been changed.

Templates have been deleted - since they are not needed.

Documentation needs to be corrected. Add a "quick-start" video, too.

r687 has the new help files with the new way to load a package at the top of the help file.
