Document the contents of the "utility" procedures

Description

plotutils, gaussutils, + others have a lot of utility functions. Make a list at the top of each file, regroup them. whatever, to save more work in the future.

Or is it just faster to write what you need when you need it, rather than the (boring) investment up front.
