elliptical cylinder - definition of axis ratio

From Ken Rubinson:
fitting data with the elliptical cylinder model (or did he say the flexible cylinder with the elliptical cross section?) gave a very good fit with an axis ratio of 6. It gave an even better fit (by the statistics) with the axes reversed, and an axis ratio of ~0.1. The end result was the same dimensions, but with the axis ratio < 1, the fit was much better. Why? Is there something going on here, or is the axis ratio < 1 simply an artifact.
