Description
Start from the TISANE procedures within Igor and read the simple event-mode data, as a single data stream. Show that this can be collapsed onto a single data file, and that it can be binned into several time bins, as needed, for kinetic measurements. Prove this works, then move on to other modes of collection and rebinning that are needed.

an "alpha" version of reading and processing event mode data has been packaged up into a 7.13b release but is not on the web. It is based on the TISANE code, and handles "streamed" data and oscillatory data. It still does not handle TISANE data. That is to come, with some good model data to compare to other processing programs.
