ProDiv for the 10m SANS

Description

since the 10m SANS is not quite "straight", the zero offset is not really at the center of the detector. So then ProDiv? is too stringent in enforcing when the beam center in the file is "wrong". These values need to be loosened up a bit, maybe just for the 10m data.

in r894, loosened the tolerance for checking the beam stop position, just for the 10m SANS. May need to put in more reasonable bounds later, but the current state will at least catch the (0,0) problem.

This may have been corrected by John mechanically moving the limit switches so that the beam can be centered on the detector. Will wait and see for the beginning of the cycle to see if the center is within the tolerances.

As of the February cycle, "0" offset data is now very close to the center of the detector as expected. so the wide tolerances for the 10m can be dropped from the code.
