Rebinning of I(q), multiple tube widths

Currently the bin width, dQ=one tube width, different for each panel. Set a preference to be able to change the bin width to some multiple of this value. Does this multiple actually need to be an integer? Or is it simply setting a dQ width?

implemented in r1192

the deltaQ is still set individually per panel, but now there is a global value of bin width to multiply the deltaQ of each panel (the inherent deltaQ is defined as the deltaQ of the innermost edge tube, in the direction of the tube width. (= x direction for L/R, and y direction for T/B panels).

This multiplicative factor does not need to be an integer. It is setting the bin width for the histogram, not rebinning the data.
