To create a branch, use the svn commands to communicate with the repository, creating a branch and then checking out a copy to use locally. Substitute in the appropriate repository location and the new name for the branch. Please follow the convention of naming the branch with the creator and the date.

-- it's a one-liner to copy the current trunk to a named branch
-- name the branch with your name and the date of the branch
% svn copy -m "What is the purpose for creating this branch"

-- then move to a nice local directory and checkout the branch you've made % svn co
